Awaab's Law, EPC & Property Services FAQ — Eco PropertyNI Northern Ireland

Question 1

Who are Eco PropertyNI?

Accepted Answer

Eco PropertyNI is a Northern Ireland-based property services company offering a comprehensive range of services including Energy Performance Certificates (EPCs), damp proofing, mould treatment, carpet fitting and cleaning, deep cleaning, painting and decorating, property inspections, and powerwashing. We work with homeowners, landlords, letting agents, housing associations, and property investors across Northern Ireland.

Question 2

Where are you based and what areas do you cover?

Accepted Answer

We are based in Northern Ireland and cover the entire region, including Belfast, Derry/Londonderry, Antrim, Armagh, Down, Fermanagh, and Tyrone. Travel charges may apply for more remote locations — please enquire when booking and we will confirm coverage and any additional costs.

Question 3

Are your operatives qualified and insured?

Accepted Answer

Yes. All Eco PropertyNI operatives hold relevant trade qualifications and we carry full public liability insurance. Our EPC assessors are Domestic Energy Assessors (DEAs) accredited through a government-approved scheme under the UKAS framework — the only legally valid route to producing EPCs in the UK. Every EPC we issue is lodged on the official Northern Ireland EPC Register. We are also proud members of the National Carpet Cleaners Association (NCCA), which sets the professional standard for carpet and upholstery cleaning in the UK.

Question 4

What makes Eco PropertyNI different from other property services companies?

Accepted Answer

We offer a genuinely multi-trade service under one roof, meaning you can book an EPC, a deep clean, damp treatment, and a property inspection through the same trusted company. We are eco-conscious in our approach — using environmentally responsible products wherever possible — and we pride ourselves on honest advice, transparent pricing, and high-quality workmanship. We also have specific experience working with housing associations and property investors, not just individual homeowners.

Question 5

Do you work with landlords and letting agents?

Accepted Answer

Absolutely. We work extensively with landlords, letting agents, and housing associations across Northern Ireland. Our services are particularly well-suited to end-of-tenancy preparation, pre-let compliance (EPCs, property condition), and ongoing maintenance contracts. We can provide consolidated invoicing and priority scheduling for portfolio clients — please contact us to discuss your requirements.

Question 6

Do you offer services to housing associations and subcontractors?

Accepted Answer

Yes. We actively work as a subcontractor for housing associations and property management organisations. We have experience delivering services at scale across multiple properties and can accommodate the reporting, compliance, and scheduling requirements that larger organisations need. Get in touch via our Contact page to discuss a subcontracting arrangement.

Question 7

Do you provide written quotes before starting work?

Accepted Answer

Yes, always. We provide a clear written quote before any work begins so you know exactly what is included and what it will cost. There are no hidden charges. For larger or more complex jobs we will carry out a site visit before quoting to ensure accuracy.

Question 8

What payment methods do you accept?

Accepted Answer

We accept all major credit and debit cards through our secure online booking system, as well as bank transfer. Payment is taken at the time of booking for online reservations. For larger contracts or housing association work, we can arrange invoiced payment terms — please discuss this when enquiring.

Question 9

How do I get a quote or book a service?

Accepted Answer

You can book directly through our website on the Products page, or contact us via the Contact page with your requirements. We aim to respond to all enquiries within one working day. For urgent jobs, please call or message us directly and we will do our best to accommodate you.

Question 10

Are you eco-friendly? What does that mean in practice?

Accepted Answer

Our eco-conscious approach means we choose environmentally responsible cleaning products and treatments wherever they are effective and safe to use. We avoid unnecessarily harsh chemicals, minimise waste, and use NCCA-approved cleaning standards. For our cleaning product range, we stock and use products that meet professional standards while being mindful of their environmental impact.

Question 11

What is Awaab's Law?

Accepted Answer

Awaab's Law is a piece of UK housing legislation named after Awaab Ishak, a two-year-old boy who died in 2020 as a result of prolonged exposure to mould in a social housing property in Rochdale. The law was introduced through the Social Housing (Regulation) Act 2023 and creates strict legal timeframes within which social landlords must investigate and fix damp and mould hazards in their properties. It represents one of the most significant changes to social housing standards in a generation.

Question 12

Who does Awaab's Law apply to?

Accepted Answer

Awaab's Law applies to registered social landlords in England, including housing associations, local authorities, and other registered providers of social housing. It covers all tenancies in the social rented sector. Private landlords are not currently subject to Awaab's Law, though they remain bound by the Homes (Fitness for Human Habitation) Act 2018 and the Housing Health and Safety Rating System (HHSRS). Note: while Awaab's Law was enacted for England, housing associations operating in or connected to Northern Ireland should be aware of its requirements and the broader regulatory direction of travel across the UK.

Question 13

What are the key timeframes under Awaab's Law?

Accepted Answer

Under Awaab's Law, social landlords must: (1) Investigate a reported damp or mould hazard within 14 days of a complaint; (2) Begin repair work within 7 days if the hazard poses a significant risk to health; (3) Complete all repair work within a reasonable timeframe; (4) Provide emergency repairs within 24 hours where there is an immediate risk to the health or safety of the tenant. These timeframes are legally binding and failure to comply can result in regulatory action, fines, and reputational damage.

Question 14

What counts as a damp or mould hazard under Awaab's Law?

Accepted Answer

A damp or mould hazard includes any condition in a property that poses a risk to the health or safety of occupants due to excess moisture, condensation, rising damp, penetrating damp, or mould growth. This covers visible black mould on walls, ceilings, or around windows; damp patches; peeling paint or wallpaper caused by moisture; musty odours; and structural dampness. Landlords must treat any tenant report of these conditions seriously and investigate promptly.

Question 15

What are the consequences of failing to comply with Awaab's Law?

Accepted Answer

Social landlords who fail to meet the Awaab's Law timeframes face enforcement action from the Regulator of Social Housing, including inspections, improvement notices, and unlimited fines. Tenants can also take legal action through the courts or the Housing Ombudsman. Beyond legal penalties, non-compliance carries significant reputational risk and can affect a housing association's regulatory grading. Proactive compliance — including maintaining a reliable contractor network — is strongly recommended.

Question 16

What property types are affected by Awaab's Law?

Accepted Answer

Awaab's Law applies to all social rented properties managed by registered providers, including houses, flats, maisonettes, sheltered housing, and supported accommodation. It covers both new-build and older stock. Properties with solid walls, poor insulation, inadequate ventilation, or ageing building fabric are particularly at risk of damp and mould issues and should be prioritised for proactive inspection and maintenance.

Question 17

How can Eco PropertyNI help housing associations comply with Awaab's Law?

Accepted Answer

Eco PropertyNI provides a full range of services that directly support Awaab's Law compliance. We offer rapid-response damp and mould inspections to meet the 14-day investigation requirement, professional mould treatment and remediation to address hazards within the required repair timeframes, damp proofing works for structural moisture issues, property condition reports with photographic evidence for your compliance records, and ongoing maintenance contracts to proactively manage your housing stock. We understand the urgency and documentation requirements that social landlords face and can work within your reporting frameworks.

Question 18

Can you provide documentation and reports for compliance purposes?

Accepted Answer

Yes. We provide detailed written inspection reports with photographs, descriptions of hazards identified, works carried out, and recommendations for further action. These reports are suitable for use as compliance evidence under Awaab's Law and for Housing Ombudsman or Regulator of Social Housing purposes. We can also provide completion certificates for remediation works. Please let us know your specific documentation requirements when booking.

Question 19

How quickly can you respond to an urgent damp or mould report?

Accepted Answer

We understand that Awaab's Law imposes strict timeframes on social landlords. We aim to offer inspection appointments within 48–72 hours of an enquiry in most cases, and can prioritise urgent cases where a significant health risk has been identified. For housing associations with ongoing contracts, we can offer guaranteed response times aligned to your Awaab's Law obligations. Please contact us to discuss a service level agreement.

Question 20

Does Awaab's Law apply in Northern Ireland?

Accepted Answer

Awaab's Law as enacted through the Social Housing (Regulation) Act 2023 applies specifically to England. Housing law in Northern Ireland is a devolved matter. However, the underlying duty to ensure properties are free from serious hazards — including damp and mould — applies to all landlords in Northern Ireland under existing legislation, including the Private Tenancies (Northern Ireland) Order 2006 and the Homes (Fitness for Human Habitation) principles. Housing associations operating in Northern Ireland should be aware of the regulatory direction set by Awaab's Law and are strongly advised to adopt equivalent standards proactively.

Question 21

What is an Energy Performance Certificate (EPC)?

Accepted Answer

An EPC rates the energy efficiency of a property on a scale from A (most efficient) to G (least efficient). It includes estimated energy costs and recommendations for improving efficiency. EPCs are required by law when selling or renting a property in Northern Ireland.

Question 22

Are your EPC assessors properly accredited?

Accepted Answer

Yes. Our EPC assessors are qualified Domestic Energy Assessors (DEAs) accredited through a government-approved scheme under the UKAS framework. This is the only legally valid route to producing EPCs in the UK — an EPC produced by an unaccredited assessor has no legal standing. Every EPC we issue is lodged on the official Northern Ireland EPC Register, which you can verify independently at any time.

Question 23

How long does an EPC assessment take?

Accepted Answer

A typical EPC assessment takes between 30 minutes and 1 hour, depending on the size and complexity of the property. Our qualified assessors work efficiently to minimise disruption to you.

Question 24

How long is an EPC valid for?

Accepted Answer

An EPC is valid for 10 years. You can use the same certificate for multiple sales or lettings within that period, provided no significant changes have been made to the property.

Question 25

Do I need an EPC to rent out my property?

Accepted Answer

Yes. Landlords in Northern Ireland are legally required to have a valid EPC before marketing a property for rent. The property must achieve a minimum rating of E. Failure to comply can result in significant fines.

Question 26

What are the signs that my property needs damp proofing?

Accepted Answer

Common signs include damp patches on walls or ceilings, peeling wallpaper or paint, a musty smell, visible mould growth, tide marks on walls, and rotting skirting boards or floorboards. If you notice any of these, we recommend booking a professional inspection.

Question 27

What is the difference between rising damp and penetrating damp?

Accepted Answer

Rising damp occurs when groundwater travels upward through walls due to a failed or absent damp proof course. Penetrating damp enters from outside through cracks, faulty guttering, or poor pointing. Both require different treatments, which our specialists can identify during an inspection.

Question 28

How long does mould treatment last?

Accepted Answer

Our professional mould treatments are designed to be long-lasting. We use specialist biocidal products that kill mould at the root and inhibit regrowth. Results typically last several years when combined with adequate ventilation and heating in the property.

Question 29

Is mould dangerous to health?

Accepted Answer

Yes, mould can pose serious health risks, particularly for children, the elderly, and those with respiratory conditions. Exposure to mould spores can cause or worsen asthma, allergies, and other respiratory problems. Prompt treatment is strongly recommended.

Question 30

How do I prepare for a carpet fitting appointment?

Accepted Answer

Please ensure the room is cleared of furniture before our team arrives, or let us know in advance if you need help moving heavy items. Remove any existing floor coverings if possible, and ensure the subfloor is clean, dry, and level.

Question 31

How long does professional carpet cleaning take?

Accepted Answer

Carpet cleaning typically takes 20–40 minutes per room, depending on size and soiling level. Drying time is usually 2–4 hours. We recommend keeping foot traffic to a minimum until the carpet is fully dry.

Question 32

Can professional cleaning remove all stains?

Accepted Answer

Most stains can be significantly reduced or fully removed with professional hot water extraction cleaning. However, some permanent stains (such as bleach damage or certain dyes) may not be fully removable. We will advise you honestly before proceeding.

Question 33

What does a deep clean include?

Accepted Answer

Our deep clean service covers all areas of the property including kitchens (oven, appliances, cupboards), bathrooms (descaling, grout cleaning), all floors, windows (internal), skirting boards, light fittings, and all surfaces. It is ideal for end-of-tenancy, pre-sale, or post-renovation cleans.

Question 34

How long does a deep clean take?

Accepted Answer

A typical deep clean takes between 4 and 8 hours depending on the size and condition of the property. We will provide an estimated duration when you book.

Question 35

Do you supply paint and materials?

Accepted Answer

Yes, we can supply all paints and materials as part of the service, or work with paint you have already purchased. We use high-quality trade paints for a professional, long-lasting finish. Material costs are quoted separately.

Question 36

How long does it take to paint a room?

Accepted Answer

A standard bedroom or living room typically takes 1–2 days including preparation, priming, and two coats of paint. Larger rooms, complex features, or significant preparation work may take longer. We will provide a detailed timeline at the quoting stage.

Question 37

Do I need to move furniture before decorators arrive?

Accepted Answer

We ask that you move smaller items and personal belongings. Our team can move larger furniture to the centre of the room and cover it with dust sheets. We take great care to protect your belongings throughout the job.

Question 38

What does a property inspection cover?

Accepted Answer

Our property inspection covers the structural condition of the building, roof, walls, floors, windows and doors, plumbing and drainage, electrical systems (visual check), damp and condensation, and any visible defects. You receive a detailed written report with photographs.

Question 39

How long does a property inspection take?

Accepted Answer

A thorough property inspection typically takes 1.5 to 3 hours on site, depending on the size and age of the property. The written report is usually delivered within 2 working days.

Question 40

Should I get a property inspection before buying?

Accepted Answer

Absolutely. A pre-purchase inspection can reveal hidden issues that may affect the value of the property or require costly repairs. It gives you the information you need to negotiate the price or make an informed decision before committing to a purchase.

Question 41

What surfaces can you powerwash?

Accepted Answer

We powerwash driveways, patios, paths, block paving, tarmac, concrete, exterior walls, render, fencing, and decking. If you are unsure whether your surface is suitable, just get in touch and we will advise you.

Question 42

Will powerwashing damage my driveway or patio?

Accepted Answer

When carried out by a professional using the correct pressure settings and technique, powerwashing is safe for most hard surfaces. We assess each surface before starting and adjust the pressure accordingly. We take care to protect surrounding plants, drainage, and any vulnerable areas.

Question 43

How long does a powerwash take?

Accepted Answer

A standard driveway or patio typically takes between 1 and 3 hours depending on size and the level of soiling. Larger areas or heavily contaminated surfaces may take longer. We will give you an estimated time when you book.

Question 44

How often should I have my driveway or patio powerwashed?

Accepted Answer

In Northern Ireland's climate, most driveways and patios benefit from a professional powerwash every 1 to 2 years to keep algae, moss, and grime under control. Properties with heavy tree cover or shaded areas may need more frequent treatment.

Question 45

Do you apply any treatments after powerwashing?

Accepted Answer

Yes, we can apply a biocide or sealant treatment after powerwashing to inhibit the regrowth of algae and moss, helping to keep your surfaces cleaner for longer. Ask about this when booking.

Question 46

How do I book a service?

Accepted Answer

You can book directly through our website on the Products page, or contact us via the Contact page with your requirements. We will confirm your appointment and provide all the details you need.

Question 47

Do you cover all of Northern Ireland?

Accepted Answer

Yes, we cover the whole of Northern Ireland including Belfast, Derry/Londonderry, Antrim, Armagh, Down, Fermanagh, and Tyrone. Travel charges may apply for remote locations — please enquire when booking.

Question 48

Are your operatives fully qualified and insured?

Accepted Answer

Yes. All Eco PropertyNI operatives hold relevant qualifications for their trade and we carry full public liability insurance. Our EPC assessors are Domestic Energy Assessors (DEAs) accredited through a government-approved scheme under the UKAS framework, with all EPCs lodged on the official Northern Ireland EPC Register.

Question 49

What payment methods do you accept?

Accepted Answer

We accept all major credit and debit cards through our secure online booking system, as well as bank transfer. Payment is taken at the time of booking for online reservations.
